On Improving the Functions of Sci-Tech Policy-based Finance

科技政策性金融具有其自身特有的功能结构体系,特殊功能在实现科技金融深度融合发展中也起着理论性支撑作用。基于金融功能观,从理论分析和国际比较的视角,对科技政策性金融所具有的科技金融市场补缺性功能、科技金融政策导向性功能、诱导虹吸性功能、科技政策性保险(担保)功能等特殊功能进行深入的专门研究。进而针对我国科技政策性金融发展中出现的功能性失衡问题,提出优化和健全我国科技政策性金融功能结构,提升科技型中小企业政策性金融服务水平的一些政策建议。

The Sci-Tech policy-based finance has its own unique functional structure system, and its special functions play alsoa theoretical supporting role in achieving the deep integration of the Sci-Tech finance. The article is based on the concept of financial function, and from the perspective of theoretical analysis and international comparison, doing In-depth and special research on the function of Sci-Tech finance market-specific sufficiency, the function of Sci-Tech financial policy-oriented, induced siphon functions, and the function of Sci-Tech policy-based insurance(guarantee).In order to address the functional imbalances in the development of China’s Sci-Tech policy-based finance, some policy suggestions are made to optimize and improve the functional structure of China’s Sci-Tech policy-based finance and improve the level of policy-based financial services for technology-based SMEs.
