中国、蒙古国和俄罗斯鼠疫防治体系对比研究

Comparative study on the plague prevention and control system of China,Mongolia and Russia

中国、蒙古国和俄罗斯三国山水相连,边境地区分布着多个活跃的鼠疫自然疫源地。本文总结了三国鼠疫疫源地分布、面积、人感染病例和流行情况,对比了三国鼠疫防治的历史、机构、现状和措施,以及国际合作情况,指出要克服麻痹思想,深入落实《中俄蒙三方合作中期推进图》,推进鼠疫跨国联防联控。提出加强鼠疫疫情信息交流、开展鼠类跨境联合监测、改善口岸查验装备、共建鼠疫等重大烈性传染病病原体研究合作实验室等建议措施,以实现疫情信息、技术资源共享,做到早发现、早处置,保障中蒙俄经济走廊的“道路畅通”。

China,Mongolia and Russia are connected by mountains and rivers.Along the border areas,there are many active natural plague foci.This paper provided detailed information about the distribution,geographical areas,cases of human infection and epidemic data in these three countries.In addition,the prevention and control history,institutions,current situation,measures taken and international cooperation of plague control among these three countries had also been compared.Based on the basic situation,it is important to overcome paralysis and implement the"China-Russia-Mongolia Trilateral Cooperation Plan for the Medium-term Advancement"to promote the multinational joint prevention and control of plague.Finally,the study proposed measures to strengthen the exchange of plague epidemic information,carried out cross-border joint surveillance of rodents,improved inspection equipment at points of entry,and jointly established a research laboratory for major infectious disease pathogens such as plague.With these measures taken,it is more convenient for epidemic information and technology resource sharing and will ensure the early detection and disposal of infectious disease.Furthermore,it will provide a safe and sound support for China,Mongolia,Russia economic corridor.
