新海关框架下应对口岸突发公共卫生事件的思考

Thoughts on emergency response to public health emergencies at frontier ports under the customs framework

本文结合相关法律法规和《国际卫生条例(2005)》,以及实际工作,根据突发公共卫生事件的定义、范围,纠正对突发公共卫生事件应急责任主体的认识;通过分析海关的法律职责、职能定位,明确海关在国家应急体系中的地位和作用;借助海关的组织架构优势,就口岸突发公共卫生事件中海关开展应急工作存在的问题提出相应的解决建议。

Based on the definition and scope of public health emergencies,related laws and regulations,as well as the"International Health Regulations(2005)"and practical work,the understanding of the main body responsible for public health emergencies could be thereby corrected.This paper would further to analyze of the legal responsibilities and functions of the Customs,to clarify the position and role of the Customs in the national emergency response system.By analyzing the advantages of the organizational structure of the customs system,this paper put forward corresponding solutions to the problems existing in the emergency-response work of the customs in public health emergencies at frontier ports.
