A Study on How to Improve the Social Governance Mechanism of Shanghai Megacities during the 14th Five Year Plan

社会治理是国家治理体系的重要组成部分。顺应新时代要求和超大城市特点,构筑共建共治共享的现代社会治理新格局,是上海提高超大城市现代化治理能力的重要支撑。"十四五"时期上海的社会治理,需要在借鉴"十三五"时期经验和模式的基础上,充分考虑新冠肺炎疫情带来的诸多挑战,既要加快解决现存的诸多问题和不足,也要探索更具系统性、整体性、协同性的治理思路,为高质量发展、高品质生活创造更加平安稳定和谐的社会环境。

Social governance is an important part of national governance system. Conforming to the requirements of the new era and the characteristics of mega cities,building a new pattern of modern social governance is an important support for Shanghai to improve its local governance capacity. During the 14 th Five-Year period,Shanghai needs to take full advantage of the experience of coronavirus-2019 pneumonia based on learning from the experience and models of the 13 th Five Year Plan.It should speed up the solution of many existing problems and shortcomings,and explore a more systematic,integrated and synergistic overall governance approach for high quality development and high quality students to create a more peaceful,stable and harmonious social environment.
