国内新冠疫情得到有效控制后,中国经济开始走上复工复产的进程,基础产业的防疫保障作用,区位优势对供应链率先恢复的推动作用,以及跨国公司地区总部市场本地化投资的催化作用,不仅是上海外资复工复产的支撑优势,而且是上海外资发展的优势。但是制造业要素供给不足、服务业开放度不够、要素跨境流动不畅和营商环境的进一步优化仍是上海外资发展所需解决的问题,需要着力在投资管理制度、总部经济能力、产业开放载体、国际合作交流空间和营商环境等方面进一步突破。

After the epidemic about COVID-19 in China has been effectively controlled,China’s economy has begun the process of returning to work and resuming production.The epidemic prevention guarantee function of basic industries,the promotion function of location advantage on the first recovery of supply chain,and the catalytic function of localized investment in the regional headquarters market of multinational companies are not only the supporting advantages of Shanghai’s returning to work and resuming production,but also the advantages of Shanghai’s foreign capital development.However,insufficient supply of manufacturing factors,insufficient openness of service industry,unsmooth cross-border flow of factors and further optimization of business environment are still the problems that need to be solved for Shanghai’s foreign capital development. Further breakthroughs are needed in investment management system,headquarters economic capacity,carriers of industrial opening,space for international cooperation and exchange and business environment.
