摘要
在归纳总结广州市地方标准《涉河建设项目河道管理技术规范》DB4401/T 19—2019特点的基础上,对规范各类涉河建设项目修订条款进行了详细解读。新规范在全覆盖的基础上,提出了明确的技术要求,增加了审批管理、批后监管和专项验收等内容,实现了过程监管,明确了审批流程,简化了审批手续,确保了审查的规范化和科学性,提高了规范的可操作性,可为涉河建设项目行政许可和保障河道防洪安全提供更强有力的技术支撑。
On the basis of summarizing the characteristics of new technical code for construction projects related river in river management(DB4401/T 19—2019)in Guangzhou,the revised clauses of various construction projects in the new code are interpreted in detail.Compared with the original edition,the technical requirements of the new code are more standardized and strict,which put forward more clear requirements for some technical details,and added the content of approval management,post approval supervision and special acceptance,as well as a large number of appendix technical templates.On the basis of full coverage,the new code realizes process supervision,clarifies the approval process,simplifies the approval procedures,ensures the standardization and scientificity of the review,improves the maneuverability,and provides more powerful technical support for the administrative license of construction projects related river and the flood control safety of river courses.
