Challenges and Paths of Population Service Management by the Police Under the Major Epidemic Prevention and Control

重大疫情到来对我国的治理体系和治理能力是一次考验,公安机关要适应当前形势,加强对社会治安面的把控。在疫情防控形势下人口管理特点呈现出人员流动性减小、参与人口管理主体多样、人员信息登记更为关键;其对公安机关人口服务管理工作的影响有五个方面:日常工作开展受限、工作任务增多、特定警情数量上升、信息登记核查更加准确、重点人口管理更为便利。在特殊时期,公安机关需要坚持统一领导、强化各部门与群众协作的工作机制、加强信息治理环节、因时因地进行针对性治理以及增强对治安形势的预警监测,从而在挑战中提升治理水平。

The major epidemic is a test of China’s governance system and governance capacity. The police should adapt to the current situation and strengthen control over public security. Under the situation of epidemic prevention and control,the characteristics of population management show that the mobility of personnel is reduced,the subjects involved in population management are diversified,and the registration of personnel information is more critical. Its influence on the population service management work ofthe police includes five aspects: limited daily work development,increased work tasks,increased number of specific alarms,more accurate information registration verification,and more convenient key population management. In special periods,police need to adhere to unified leadership,strengthen the working mechanism of collaboration between various departments and the citizens,strengthen information governance links,conduct targeted governance according to time and place,and enhance early warning and monitoring of the public security situation,so as to improve governance levels in challenges.
