执法情报分析岗位“知识-技能-能力”需求研究--基于美国人才招聘广告的分析

A Study on the “Knowledge-Skills-Ability”Requirements of Law Enforcement Intelligence Analysis Positions--Based on the Analysis of American Recruitment Advertisements

情报分析职业胜任能力标准是情报分析人才队伍招募、选拔、培养、考核等的重要依据。执法情报分析岗位招聘广告真实反映了用人单位对执法情报分析师的能力素质要求。以美国执法机构发布的情报分析师招聘广告文本信息为研究样本,运用扎根理论三级编码方法分析数据,归纳和揭示出美国各级执法机构对情报分析师的"知识-技能-能力"需求模型:一是知识需求,主要包括"法律政策、专业知识、信息技术知识、数据统计知识";二是技能需求,由两类基础技能"计算机技能、沟通表达技能"和三类核心技能"情报搜集技能、情报分析技能、情报产品制作技能"构成;三是能力需求,包括"学习思考与创新能力、抗压能力、团队协作能力、组织管理能力"。该模型对《情报分析师职业胜任力通用标准比较研究》提出的初始模型作了验证、修正和细化,可为我国公安机关建立公安情报分析师能力素质标准提供有益参考。

The professional competence standard of intelligence analysis is an important basis for the recruitment,selection,training and evaluation of intelligence analysis talents. The advertisements truly reflect the employer’s requirements for the ability and quality of law enforcement intelligence analysts. This paper takes the intelligence analyst recruitment advertisement text information released by the US law enforcement agencies as the research sample,analyzes the data using the three-level coding method of grounded theory,and summarizes and reveals the"knowledge-skills-ability"needs of intelligence analysts at all levels in the US Model: First,the knowledge needs,mainly including"legal policy,professional knowledge,information technology knowledge and data statistics knowledge";The second is skill requirements,including two basic skills"computer skills,communication skills"and three core skills "intelligence gathering skills,intelligence analysis skills and intelligence product production skills ";The third is ability requirements,including"learning and Innovative ability,anti-stress ability,team collaboration ability,organization management ability ". This model validates,modifies and refines the initial model proposed by the"Comparative Research on the General Standards for Professional Competency of Intelligence Analysts",which can provide a useful reference for the establishment of the standards of competence and quality of public security intelligence analysts in China’s police organizations.
