China’s Social Governance System in the New Era:History, Practice and Goals

坚持和完善中国社会治理体制,必须注重历史与现实、理论与实践、形式和内容的有机统一。围绕新时代中国社会治理体制这一意义重大的表述,既有的研究成果主要在功能路径、场景路径和技术路径上进行讨论与解读。研究发现,新时代中国社会治理体制变革的成就集中在社会治理环境、多元治理模式、治理参与体系、治理主要领域、政党政府协同治理等方面。基于以上逻辑,从中央到地方围绕社会治理体制变革创新,形成了较为成熟的经验。但由于体制抗力的深层影响,不断变化的形势使现有的社会治理体制面临显性与隐性的挑战。在此基础上,提出理顺政府与社会关系、多元主体共治、创新手段方法等对策措施。

To uphold and improve the system of socialism governance,we must emphasize the relations between history and reality, theory and practice, form and content. With the expression of the significance of China’s social governance system in the new era, the results of the existing researcheshave discussed and interpreted as the functional path, scene path and technology path. The research found that the achievements of China’s social governance system reform in the new era are concentrated on the social governance environment, the multi-governance model, the governance participation system, the main areas of governance, and the collaborative governance of political parties and governments. Based on the above theory, the central and local governments have gained relatively mature experience in the reform and innovation of social governance system. However, due to the deep influence of institutional resistance, the changing situation makes the existing social governance system face both explicit and implicit challenges. On this basis, we put forward some measures, such as straightening out the relationship between the government and society, multi-subject co-governance, innovative means and methods.
