摘要
货币的发展由金属货币、纸币、电子货币走向数字货币,不同形式的货币体现了不同的经济发展水平,法定数字货币是数字时代的必然产物。法定数字货币的法定性、数字性和普适性,弥补了传统货币的弊端,但也带来了一系列的变革与挑战。如何在维护金融体系安全、促进金融创新、发展监管科技的原则下实现对法定数字货币的有效监管是当代的重要课题。法定数字货币的监管制度要在平衡金融创新与金融稳定、数据安全与隐私保护、金融公平与金融安全的理念下,采用监管沙盒模式,注重监管科技主体多元化,实行穿透式监管方式,加强国际合作与交流。
The development of currency moves from metal currency, paper currency, and electronic currency to digital currency. Different forms of currency reflect different levels of economic development. The generation of legal digital currency is an inevitable product of the digital age.The legality, digitality and universality of legal digital currency make up for the shortcomings of traditional currency, but also bring a series of new changes. How to realize the effective supervision of legal digital currency under the principles of maintaining the security of the financial system, promoting financial innovation, and developing regulatory technology is an important contemporary issue. The legal digital currency supervision system should adopt the sandbox model of supervision under the concept of balancing financial innovation and financial stability, data security and privacy protection, financial fairness and financial security, focusing on the diversified regulatory body, implementing a penetrating supervision method and strengthen international cooperation and exchanges.
