摘要
新时期,党和政府决策咨询服务需求快速增长。智库队伍是智库智力供给能力的根本,是智库影响力与竞争力的核心所在,队伍建设是新型智库发展的重要命题。针对智库考评存在的激励约束导向异化、激励约束标准粗糙以及激励约束手段单一等问题,应构建激励约束并重的新型智库绩效考评机制,突出以实践为导向激励约束标准,不断创新多元并进的激励约束方式,调动智库队伍的积极性、主动性与创造性,突出新型智库绩效考评机制的激励约束效应,进而推进中国特色新型智库建设,为党和国家决策咨询做出更多的智力贡献。
In the new era,the demand for the party and government decision-making consulting services is growing rapidly.The think tank team is the foundation of the intelligence supply ability of think tanks and the core of think tank's influence and competitiveness.Team building is an important proposition for the development of new think tanks.Aiming at the problems in the evaluation of think tanks,such as alienation of incentive constraints and rough standards of incentive constraints and single means of incentive constraints,we are supposed to build a new type of think tank performance evaluation mechanism and highlight practice-oriented incentive and restraint standards.And we constantly innovate and diversify the progressive incentive and restraint methods,mobilize the enthusiasm,initiative and creativity of think tank teams,highlight the incentive and constraint effects of the new think tank performance evaluation mechanism.And as a result,we promote the construction of new think tanks with Chinese characteristics and make more intellectual contributions to the party and state decision-making consultation.
