The operation mechanism of the filing and reviewing of normative documents of the standing committee of the local people's congress is trapped in the dilemma of unclear function orientation,unclear review criteria and access standards,and incomplete incentive and feedback procedures.The system design is difficult to ensure the enthusiasm of the requesting subject and the sufficiency of the starting procedure.By clarifying the unique functions of filing and reviewing,constructing the start-up requirements of the application registration system,and constructing valid,lawful and proportional standards for the review,it is aimed to perfect the review procedures and paths,and form a linkage mechanism with other supervision methods,thus protecting the legitimate rights and interests of citizens,giving play to the supervision function of the local people's congress,and safeguard the unity of the legal system.
