摘要
农村教育发展关键在于乡村教师,乡村教师质量决定农村教育发展质量。通过乡村教师政策文本量化分析发现,政策制定主体呈现"中共中央-国务院,教育部-其他部委"两大核心网络;政策工具表现为环境型使用过溢,需求型缺失;人力资源管理维度中培育环节遥遥领先,使用环节相对不足。建议构建系统联动的政策工具体系,统筹协调有序的专业发展环节,塑造和谐共生的政策生态系统。
The key to the development of rural education is rural teachers. The quality of rural teachers determines the quality of rural education. Through the quantitative analysis of rural teacher policy texts, it is found that the main body of policy formulation presents two core networks:"CCP Central Committee-State Council, Ministry of Education-Other Ministries and Commissions";policy tools are characterized by environmental overuse and lack of demand;The cultivation link is far ahead,and the use link is relatively insufficient in the dimension of human resource management. Accordingly,it is proposed that build a system of policy tools that are linked together, coordinate professional development links, and shape harmony ecosystem policy recommendations.
