基于模糊DEA的轨道交通PPP项目的绩效评价研究

Research on Performance Evaluation of Rail Transit PPP Projects Based on Fuzzy DEA

PPP项目的绩效评价是政府向项目公司付费的依据,是评价项目公司服务质量途径,更是PPP项目中利益和风险分配的核心。考虑到PPP项目的整体性和战略性,从投入与产出的指标角度出发,引入模糊DEA的方法,借助专家经验,结合平衡记分卡战略工具,构建体现轨道交通PPP项目特殊性的绩效评价模型。最后将评价模型应用于北京地铁4号线、杭州地铁2号线、合肥地铁2号线、福州地铁2号线。实证分析表明,应用模糊DEA模型可以为评价轨道交通PPP项目的绩效提供参考与借鉴。

The performance evaluation of PPP projects is the basis for the government to pay the project company,and is the way to evaluate the service quality of the project company,and is the core of the interest and risk distribution in the PPP project.Considering the integrity and strategic nature of PPP projects,from the perspective of input and output indicators,the method of fuzzy DEA is introduced,and the performance evaluation model embodying the particularity of rail transit PPP projects is constructed by means of expert experience and balanced scorecard strategy tools.Finally,the evaluation model is applied to Beijing Metro Line 4;Hangzhou Metro Line 2;Hefei Metro Line 2;and Fuzhou Metro Line 2.The empirical analysis shows that the application of fuzzy DEA model can provide reference and reference for evaluating the performance of rail transit PPP projects.
