数字社会形态视阈下社会治理的逻辑进路研究

Research on the Logical Approach of Social Governance from the Perspective of Digital Social Form

数字化发展推动了社会形态的演化,催生了社会治理领域新的时代课题。回应时代关切,从国家宏观政策和已有研究视界的双重维度,阐释数字社会形态下社会治理的出场逻辑。突破社会治理已有的研究范式,以数据本体治理作为逻辑展开,提出了国家主权、国家安全、共建共治共享等治理三原则,构建以技术层、数据层、应用层为一体的国家宏观社会治理架构,阐发了数智治理作为数字社会形态下社会治理逻辑归宿的基本概念、现实困境和实践路径。

Digital development has promoted the evolution of social form,and give birth to new issues of social governance.In response to the concerns of the era,the paper explains the emergence logic of social governance in digital social form from the dual dimensions of national macro policy and existing research horizon.This paper breaks through the existing research paradigm of social governance,takes data ontology governance as the logical development,proposes three governance principles,namely,national sovereignty,national security,co-construction,co-governance and sharing,and constructs a national macro-social governance architecture which integrates the technology layer,data layer and application layer.This paper expounds the basic concept,realistic dilemma and practical path of digital intelligence governance as the logical end-result of social governance in digital social form.
