以新发展理念引领天津海洋经济生态化发展的思考

Reflections on the Ecological Development of Marine Economy with New Development Concept in Tianjin

党的十九大进一步确立了建设海洋强国的战略部署,海洋经济在海洋高质量发展大格局中将发挥愈发重要的作用,如何以新发展理念引领海洋经济走生态化发展道路是必然的、也是必要的。天津市作为环渤海区域的中心城市,要进一步做强海洋经济,让新发展理念植根海洋经济科学发展的全过程。从天津海洋经济发展的背景入手,通过梳理海洋经济发展的现状,分析了海洋经济和海洋生态环境的关系,明晰了制约海洋经济发展的问题,探讨了影响海洋经济生态化发展的主要因素,在此基础上提出天津海洋经济实现生态化发展的路径和对策。

The 19th National Congress of the Communist Party of China further clarified the strategic plan of building a maritime power, and marine economy plays an increasingly important role in the marine high quality development pattern. It is inevitable and necessary to promote the development of marine economy in an ecologicalization way with new development concepts. As the central city of the Bohai Rim region, Tianjin will further strengthen the marine economy and let the new development concept take root in the whole process of marine economic scientific development. Starting from the background of Tianjin’s marine economic development, this paper untangles current situation of the marine economic development and analyzes the relationship between marine economy and marine ecological environment. Based on the problems restricting the development of marine economy, this paper which probes into the main factors affecting the ecologicalization development of marine economy, puts forward for the way and countermeasures.
