以生态环境保护督察推动土壤污染防治责任有效落实

Implementation of Soil Pollution Control Responsibility with Ecological Protection Supervision

生态环境保护督察是推动解决区域突出生态环境问题、促进地方树立新发展理念、推动经济高质量发展的重要手段。随着《土壤污染防治行动计划》《土壤污染防治法》相继实施,中国土壤污染防治工作有序推进,但由于工作基础薄弱、地域差异较大、污染成因复杂,土壤污染防治形势依然严峻。文中提出应以生态环境保护督察为重要抓手,推动土壤污染防治法相关制度全面落实,加快重点区域、重点领域、重点行业突出土壤环境问题逐步有效解决,为美丽中国实现土壤环境而奋斗。

Eco-environmental protection inspection is an important means to solve prominent ecological and environmental problems,to improve the development of new development concepts,and promote high-quality economic development in the region.With the implementation of“Soil Pollution Prevention Action Plan”and“Soil Pollution Prevention Law”successively,China s soil pollution prevention work has been carried out in an orderly manner.Due to the weak foundation,large regional differences,and complex causes of pollution,the situation of soil pollution prevention and control is still grim.This article proposes that ecological environmental protection inspectors should be taken as an important starting point to promote the comprehensive implementation of the relevant systems of the Soil Pollution Prevention Law,to speed up the effective resolution of soil environmental problems in key regions,key areas,and key industries.
