成都市生态保护的探索与实践研究

Exploration and Practice of Ecological Protection in Chengdu

成都市始终将生态文明建设放到重要位置,按照重点区域试点到全域推广覆盖的方式,以生态空间的量化保护贯穿工作全过程并取得了良好效果,总体可分为三个阶段:第一阶段是以重点区域为试点,划定生态空间防止城镇无序蔓延,并出台全国首个关于生态区的保护条例,实现立法保护;第二阶段,开展全域生态保护系列规划,明确市域生态安全格局,形成覆盖全域生态空间的从边界划定到管控的完整体系;第三阶段是将生态保护扩展到全域全要素的资源保护,并通过特色挖掘,探索生态价值转化,实现人与自然和谐共生。

Chengdu always places the construction of ecological civilization in an important position.Great efforts have achieved on the basis of promoting pilot areas to the whole-region mode and quantitative protection of ecological space throughout the entire work process.The exploration and practice of ecological civilization construction in Chengdu has gone through three stages.In the first stage,the ecological space was designated in key pilot areas to prevent the disorderly spread of cities.And the first regulation on the protection of eco-region was introduced to achieve legislative protection.In the second stage,a series of ecological protection plans for the whole region were carried out to clarify the ecological security pattern of the city.A complete system from demarcation to control in the entire eco-region has formed.The third stage is to explore the transformation of ecological values and achieve the harmonious symbiosis between man and nature by expending ecological protection to resource protection in whole areas and elements and excavating the characteristics of ecological factors.
