“一带一路”背景下河北省农业“走出去”的路径与举措

An Initial Exploration of Hebei’s Agriculture “Go Abroad”in the Background of the Belt and Road Initiative(BRI)

本文从"一带一路"背景下农业"走出去"的重大机遇和河北省农业"走出去"的现实基础出发,对"一带一路"背景下河北省农业"走出去"进行了路径设计,提出了推进河北省农业"走出去"高质量发展的具体举措。在路径设计方面,本文基于我国农业"走出去"的特点与趋势提出了科学论证与理性投资、科技先行与科企融合、打造园区与集聚发展、龙头主导与全球布局、延伸链条与拓展空间等重要路径。在具体举措方面,针对推动农业"走出去"的机制、政策和服务短板提出了强化"走出去"部门协调和对外合作机制、通过细化财政政策支持和创新融资支持方式提升"走出去"政策支持体系、通过健全基础数据统计和建立信息服务平台等构建"走出去"公共服务体系等对策建议。

This paper starts with the significant opportunity of agriculture "go abroad" in the background of the Belt and Road Initiative(BRI) and the current development of Hebei’s agriculture "go abroad", designs paths of Hebei’s agriculture "go abroad" in the background of the Belt and Road Initiative(BRI), and puts forward specific moves to advance the high-quality development of Hebei’s agriculture "go abroad". In the respect of path design, this paper puts forwards the important paths of scientific demonstration and rational investment, scitech pioneering and sci-tech-enterprise combination, park building and clustering development, leading enterprises as key players and global business-establishment, chain extension and space expansion based on characteristics and trends of China’s agriculture "go abroad". In the respect of specific moves, this paper puts forward the solution proposals targeting defects of mechanisms, policies and services for advancing agriculture "go abroad":strengthening mechanisms of inter-departmental coordination and external cooperation in connection with "go abroad";upgrading policy support systems for "go abroad" by specifying fiscal policy support and innovating modes of financing support;establishing public service systems for "go abroad" by making complete statistics of base data, setting up a platform of information service, and so on.
