宁波前湾新区人才创新环境的区际比较、评价及改善研究 被引量:1

摘要 人才创新环境的评价和改善工作既是促进宁波前湾新区发展的重要抓手,也是当前研究中需要继续深入的一个领域。通过对国内外相关文献的梳理和回顾,将人才创新环境的评价体系分为客观环境和主观环境两个类别,运用熵权法对浙江四大新区人才创新客观环境进行了区际比较和评价,借鉴四分图模型对宁波前湾新区人才创新主观环境进行了评价。研究结论认为客观环境上,宁波前湾新区总体位居第二,同时存在继续提升的空间。主观环境上有三项指标亟待改善,多项指标需要继续保持。提出可以从"完善政府官员相关考核机制""打造和培育地方创新教育和培训服务生态体系"和"共建共享大湾区高层机构和机制"三方面着手予以改善。 The evaluation and improvement of talent innovation environment is not only an important way to promote the development of Qianwan new zone in Ningbo, but also a theoretical field to be further studied. Based on the review of related literatures at home and abroad, the evaluation system of talent innovation environment is divided into two categories: objective environment and subjective environment. The objective environment of talent innovation in four new areas in Zhejiang province is compared and evaluated by entropy method. The subjective environment of talent innovation in Qianwan new zone of Ningbo is evaluated by referring to the method of the quartile model. The study concludes that the Qianwan new zone of Ningbo is the second place in the overall objective environment, and there is room for further improvement. In terms of subjective environment, there are three indicators that need to be improved and many indicators need to be maintained. It is suggested that improvement can be made from the following three aspects. i)Improving the relevant assessment mechanism for government officials, ii)Building and cultivating the ecosystem of local innovative education and training services and iii) Co-building and sharing highlevel institutions and mechanisms in the greater bay area.
