摘要
平台经济的快速发展和平台从业者数量的急剧增加给我国社会保障事业带来新的挑战。本文从平台企业与平台从业人员间的劳动关系认定出发,在总结中欧平台从业人员保障实践的基础上,比较国内主要出行外卖平台企业(滴滴出行、美团外卖和饿了么)、吴江模式及优步欧洲的平台从业人员保障方案,提出建立“由政府提供基础保障、由企业提供辅助保障”的平台的设想。
The rapid development of platform economy and the sharp increase in the number of platform workers have brought new challenges to China's social security undertakings.Based on the identification of labor relations between platform enterprises and platform workers,this article summarizes the characteristics of the protection practices of platform workers between China and Europe,and compares the major platform enterprises(Didi,Meituan,Ele.me)in China,Wujiang model and Uber in Europe platform workers protection schemes.The idea of establishing a platform of"basic security provided by the government and auxiliary security provided by enterprises"is put forward.
