企业突发环境事件应急演练组织实施及常见问题研究

Research on the Organization and Implementation of Emergency Drill and Common Problems of Environmental Emergencies in Enterprises

分析了环境事件预案演练的实施流程,包括应急预案的执行过程、演练方案实施的现场管理和演练完成及评估工作,发现企业在应急演练的组织实施过程中,普遍存在环境风险管控预案执行性不强、培训缺乏针对性、应急设备配备不足、风险防控意识相对薄弱等问题。应进一步加强突发性环境事件的综合管理,树立现代环境风险防控意识,通过规范性、系统性的演练实践,提升企业应急预案的编制、组织与实施能力,加强对环境影响因素的管控。

This paper analyzes the implementation process of the environmental event plan drill,including the implementation process of the emergency plan,the on-site management of the implementation of the drill plan,the completion and evaluation of the drill.It is found that in the organization and implementation process of the emergency drill,the implementation of the environmental risk control plan is not strong,the training is lack of pertinence,the emergency equipment is insufficient,and the awareness of risk prevention and control is relatively weak.Enterprises should further strengthen the comprehensive management of sudden environmental events,establish the awareness of modern environmental risk prevention and control,improve the preparation,organization and implementation capacity of emergency plans,and strengthen the management and control of environmental impact factors through standardized and systematic practice.
