新形势下县级环境监测站建设与管理对策

随着县级环境监测站管理体制和主要职能的调整,县级站履职能力不足的问题受到广泛关注。在大量调研的基础上,分析了县级站现状及存在问题,认为搞好县级站的能力建设,应该以法律法规和制度建设为抓手,提高能力建设标准,建设统一监管的全国执法监测管理信息平台,强化现有县级站执法监测能力建设和实施跨区域执法监测机构建设两种方式并重,保障资金来源,着力提升县级站软硬件实力,满足生态环境管理和执法的需要。

With the adjustment of the management system and main functions of county-level environmental monitoring stations,the problem of insufficient performance capacity of county-level stations has received widespread attention.Based on a large number of investigations,the status and existing problems of county-level stations are analyzed.It is considered that the capacity construction of county-level stations should be based on laws,regulations and systems,to improve capacity-building standards,and build a unified national supervision of law enforcement monitoring management information platform,emphasize both ways of strengthening existing law enforcement monitoring capacity at county-level stations and implementing cross-regional law enforcement monitoring agencies,guarantee funding sources,focus on improving the software and hardware strength of county-level stations,and meet the needs of ecological environment management and law enforcement.
