新时代现代政府权责清单制度建设,必须适应社会主要矛盾变化的新需求,回应抗击新冠肺炎疫情总体战的新启示,解决党政机构综合改革后权责清单制度建设出现的新课题,反映国家治理现代化对权责清单制度建设的新要求。加强政府权责清单制度建设,目标是完善现代政府权责清单治理,使权力运行公开为民、法治规范、清单明晰、制度有效。为此,就要采取切实有效的对策措施,推进公共权力公开透明行使,推进权力下放与协同治理,实现权责清单治理对全部公共权力运行的全覆盖,完善权责清单制度体系。

In the new era,the construction of the list of powers and responsibilities of the modern government must adapt to the new needs of the transformation of social principal contradiction,respond to the new revelation of the general battle against covid-19,solve the new problems in the construction of the list of rights and responsibilities system after the comprehensive reform of party and government institutions,and reflect the new requirements of the modernization of national governance on the construction of the list of powers and responsibilities system.The goal of the construction of the list of powers and responsibilities is to improve the governance of the list of powers and responsibilities of the modern government,so as to achieve the objectives that the exercise of power is open to the people,the rule of law is standardized,the list is clear,and the system is effective.Therefore,effective countermeasures should be taken to promote the open and transparent exercise of public power,advance the decentralization of power and coordinated governance,realize the full coverage of the operation of all public power by the list of powers and responsibilities,and improve the system of the list of powers and responsibilities.
