摘要
技术创新已经成为当前社会经济发展的主要新动能,越来越多的国家正通过科技创新政策来调整技术创新的速度、方向和规模。本文基于政策工具视角,通过政策工具分类、内容编码、频数统计等分析方法,对我国颁布的科技创新政策文本进行量化分析。研究发现,我国科技创新政策中各层面政策工具应用存在着不同程度的结构性失衡,仍偏向于对环境型政策工具的应用,应加强对科技创新政策工具的协同管理、优化政策工具体系,逐步实现从供给到需求的转变。
Technological innovation has become the main new driving force for current social and economic development.More and more countries are adjusting the speed,direction and scale of technological innovation through science and technology innovation policies.Based on the perspective of policy tools,this paper uses quantitative analysis of policy tool classification,content coding,and frequency statistics to analyze the texts of science and technology innovation policies promulgated in China.The study found that there are structural imbalances in the application of policy tools at various levels in China's science and technology innovation policy,which still favors the application of environmental policy tools.The collaborative management of science and technology innovation policy tools should be strengthened,and the policy tool system should be optimized gradually Achieving the transition from supply to demand.
