摘要
本次《计量法》修订突出体现了对民生计量的关注,《计量法》应规定民用四表计量失准的经营者承担免费更换责任,进一步完善集贸市场、医疗器械、计价器的计量监管,强调《计量法》的修订应既注重对计量标准和计量器具的调整,又注重量值的调整,增加计量结果的监管,从而使得民生计量成为修正后的《计量法》中的显性制度安排。
The revision of Metrology Law of China focuses on people’s livelihood. According to this paper, the operators of four civil meters, including ammeter, water meter, gas meter, calorie meter, should bear the responsibility of free replacement. In addition, it is necessary to improve the supervision on measurement instruments in trade markets, medical equipment and fee meters. In order to strengthen the inspection of measurement results, the measurement standards, measurement instruments and the measurement values are adjusted in the revision. Thus the measurement of people’s livelihood is regarded as an explicit system in the revised Metrology Law of China.
