绿色金融PPP模式助推精准脱贫的应用研究——以贵州石漠化片区为例

An Empirical Study of Green Finance PPP Model Boosting Targeted Poverty Alleviation--A Case study of Guizhou Rocky Desertification Areas

PPP模式是一种政府与社会资本合作的融资模式。本文基于我国脱贫攻坚工作已进入改善生态环境、巩固并提高发展能力、缩小发展差距的新阶段,结合贵州石漠化片区绿色金融扶贫资金缺口较大的现实,对绿色金融PPP模式在精准脱贫中的应用进行分析。研究发现,该模式在贵州石漠化片区扶贫领域的应用尚处于初级发展阶段,且存在应用风险大、与精准脱贫的有效衔接不畅等问题,因而应进一步创新扶贫模式和融资机制、完善法律法规,推进绿色金融PPP模式在精准扶贫中的应用,全面助力贫困地区脱贫。

The PPP model is a new financing mode of cooperation between the government and social capital.Based on the new stage of improving the ecological environment,improving the development ability and narrowing the development gap,combining with the fact that the fund gap of green finance poverty alleviation is large in Guizhou rocky desertification areas,this paper makes an empirical study of application of green finance PPP Model to targeted poverty.The results show that the model applied in the field of rocky desertification area in Guizhou poverty alleviation is still in the primary stage of development,involving the ecological tourism,new city construction,and so on.There are also problems such as model risk being high,effective coordination of targeted poverty alleviation being not smooth,and so forth.Therefore,it is of great necessity to further innovate models and financing mechanism,perfect the laws and regulations,increase application of green financial PPP mode to poverty alleviation to push forward poverty-stricken areas out of poverty to realize common prosperity.
