科技观的变革是科技工作的根本变革,国家主流科技观应当与时俱进。21世纪以来,"科技是第一生产力"更加突出;科技成为国家安全的根本保障;科技已是最具时代性的先进文化。总之,当代科技已经成为核心综合国力,仅仅把科技看成生产力已经远远不够了,应当着力构建"核心综合国力科技观"。"核心综合国力科技观"是对"科技是生产力"观点的继承和发展;这一变化,绝不仅仅是科技社会功能范围的扩大,而是关于科学技术的性质、功能、以及科技与社会互动关系认识的质的飞跃。构建新时代科技观的着力点主要是:继续深化对"科技是第一生产力"的认识;牢固树立科技是国家安全根本保障的信念;充分认识科技文化的引领作用等。

The change in the view of science and technology is fundamental in the relevant field.The mainstream view of science and technology in a country should keep up with the times.Since the 21st century,the role of science and technology as the primary productive force has become more prominent,science and technology have become the fundamental guarantee of national security,and science and technology have become the most advanced of contemporary culture.In sum,science and technology have become the core elements of comprehensive national power.This view is not a denial of the Marxist view of science and technology as productive forces;rather,it is an inheritance and development of that view.It represents not only the expansion of the social functions of science and technology,but also a fundamental progress in the understanding of the nature and functions of science and technology and their interaction with society.To construct such a view of science and technology in the new era include the deepening of the understanding that science and technology are the primary productive forces,the firm establishment of the idea that science and technology are the fundamental guarantee of national security,and comprehensive appreciation of the leading role of the culture of science and technology.
