How Does the Land Transfer Affect the Income of Small Farmers:Logical Explanation of Reason and Thousand Data Check

土地流转带来的农户增收效应存在较大争论。本文关注小农户土地转出行为,根据理性选择理论,建构了土地转出行为影响农户收入变化的理性解释框架。并采用1030份省际数据,通过分层回归和案例分析检验了这一逻辑。研究发现,农户转出土地的价值认知理性表现出收入理性、发展理性、集体理性与生存理性的分化状态,其中收入导向的价值理性、流转过程的契约理性对农户收入增加影响显著,集体理性有减少农户收入的趋势;土地流转政策的调节效应强于土地市场,农户工具理性选择强于价值理性。基于此,提出尊重农户转出土地的价值认知分化事实,分类指导,提高农户契约能力,强化土地转后管理等政策建议,以期保护土地转出农户收入可持续增加。

there is a big debate about the effect of land transfer on increasing farmers’income.This article is concerned with small farmers’land transfer behavior.According to the theory of rational choice and cognition theory,this paper constructs a rational explanatory framework for the effect of land transfer on the change of farmers’income.In this paper,1030 provincial data are used to test this logic through hierarchical regression and case analysis.The study finds that the value rationality of the peasant households’transfer form land shows the differentiation of income rationality,development rationality,collective rationality and survival rationality.Among them,the value rationality of income orientation and the contractual rationality of the transfer process have a significant impact on the increase of farmer’income,while the collective rationality has a tendency to reduce farmers’income;the adjustment effect of land transfer policy is stronger than that of land-transfer market.Farmers’instrumental rationality is stronger than value cognition rationality.Based on the finding,it is proposed to respect heterogeneity of the farmers’land transfer,develop a classification guidance policy,improve the contractual capacity of the farmers,and strengthen the post-transfer management,in order to protect the land transfer of farmers’incomes.
