推动淮河生态经济带高质量发展的途径研究

Approaches to Promoting High-quality Development of Huaihe River Eco-Economic Belt

通过深入分析淮河生态经济带内部经济发展情况与外部发展环境,结合区域自身禀赋和发展优势,研究发现:淮河生态经济带整体经济实力弱,内部发展差距大,产业升级空间大;外部有多个省会城市及经济强市环绕,是区域经济的洼地。在区域特征方面,淮河生态经济带地理区位优越,具有深厚的历史文化底蕴和丰富的人力资源,但也存在行政分割严重的问题。未来,淮河生态经济带的高质量发展应主要从以下几个方面推进:转变区域发展导向,从经济主导转向政治、经济、社会、文化、生态协调推进;转变区域发展动力,以技术进步和创新为核心推动区域高质量发展;转变区域经济结构,大力发展高端制造业和现代服务业;转变区域空间格局,协同推进乡村振兴与新型城镇化建设。

Based on the analysis of internal development situation and external development environment of the Huaihe River eco-economic belt,combined with the region’s own endowments and development advantages,this paper discusses ways to develop high-quality Huaihe River eco-economic belt.The study believes that the internal development gap of the Huaihe River eco-economic belt is large,the overall economic strength is weak,and there is a large space for industrial upgrading.Surrounded by many provincial capital cities and strong economic cities,it is a depression of regional economy.In terms of regional characteristics,the Huaihe River eco-economic belt has good geographical location,profound historical and cultural heritage and rich human resources,but there are also serious problems of administrative division.In the future,the high-quality development of the Huaihe River eco-economic belt should be promoted mainly from four aspects:changing the orientation of regional development from economic orientation to coordinated promotion of politics,economy,society,culture and ecology;changing the momentum of regional development,taking technological progress and innovation as the core factors promote regional high-quality development;changing regional economic structure;developing high-end manufacturing industry and modern service industry;transforming the regional spatial pattern,and collaboratively promotes rural revitalization and new urbanization.
