分类发展模式下河南省属高校技术治理与经济治理研究

RESEARCH ON TECHNICAL GOVERNANCE AND ECONOMIC GOVERNANCE OF PROVINCIAL COLLEGES AND UNIVERSITIES IN HENAN UNDER THE CLASSIFICATION DEVELOPMENT MODE

基于委托代理理论从技术治理和经济治理两个方面探讨分类发展模式下河南省属高校发展问题,提出高等教育管理信息化、大数据平台、第三方评估机制和动态调整机制是技术治理的主要手段,按高校分类设置发展专项经费和绩效经费是经济治理的主要手段。技术治理和经济治理并用,高等教育分类发展才会成效显著。探索分类发展模式下政府主管部门与河南省属高校之间的关系本质,为提出适当的治理思想提供理论基础,探索可行的技术治理和经济治理手段,为高等教育分类发展提供建议。

Based on the principal-agent theory,the technical governance and economic governance are discussed for the development of provincial colleges and universities in Henan under the classification development mode.The main means of technical governance are put forward,including management informatization,the big data platform construction,the third-party evaluation mechanism and dynamic adjustment mechanism.And the main means of economic governance are special development funds and performance funds according to the classification of colleges and universities.The combination of technical governance and economic governance will effectively boost the classification development of higher education.The nature of government-university relationship is explored under the classification development mode so as to provide a theoretical basis for appropriate governance ideas,to explore feasible technical and economic governance means,and to give suggestions for the classification development of higher education.
