摘要
从精准扶贫的视角,梳理安溪县从国定贫困县到全国百强县的发展历程。提炼出由供给、需求、中介、支撑等四大分支系统组成的精准扶贫动力系统,总结出我国部分地方政府开展精准扶贫工作的现状和存在的不足。从生态环境、政治经济、思想文化3个方面,为政府扶贫工作提出3条具有和合理念的政策建议:遵循自然规律、实现经济生态协同发展及完善扶贫顶层设计。
From the perspective of targeted poverty alleviation,the development of Anxi County is reviewed via the process from the national poverty-stricken county to one of the national top 100 counties,so as to arrive at the dynamical system of targeted poverty alleviation,consisting of four subsystems,i.e.supply,demand,support and intermediary.The current situation and even some weaknesses can be seen in the implementation of targeted poverty alleviation in China,thus suggestions of the harmony concept are given from three aspects,including ecological environment,politics and economics,ideology and culture.
