警察网络公信力建设:现状、制约因素及提升对策——基于利益相关者理论的视角

POLICE NETWORK CREDIBILITY CONSTRUCTION BASED ON STAKEHOLDER THEORY:THE STATUS QUO,CONSTRAIN FACTORS AND IMPROVEMENT MEASURES

城市网络化管理是一种革命性的创新。在这个契机下,公安机关把握互联网发展趋势,着力开展警察网络公信力建设。目前,警察网络公信力内涵与外延的界定尚不明确,建设途径缺乏理论指导。在建设警察网络公信力的过程中虽已取得一定成绩,但其发展仍受很多因素制约。通过系统梳理和借鉴已有研究成果,基于利益相关者理论视角界定警察网络公信力,在厘清警察网络公信力建设现状的基础上,分析所处价值网络中各利益相关者对自身发展的制约情况。公安机关通过克服自身制约、网络环境制约、网民制约、政府制约与媒体制约等,从根本上提高警察在网络中获取利益相关者信任的能力,全方位地为警察网络公信力的建设途径提供指导。

Urban grid management is revolutionary and innovative.And it is also a great opportunity for public security organizations to take advantage of the Internet development,and carry out the construction of police network credibility.Since there are few relevant literatures at the moment,the connotation and denotation of police network credibility is not clear,without any theoretical guidance on how to construct police network credibility.Though the construction of police network credibility has obtained certain achievements,there are still many constraint factors.Through systematic review and reference to the current research,the concept of police network credibility is clarified based on stakeholder theory.After examining the status quo of police network credibility construction,the constraints of various stakeholders are analyzed in their value network,indicating that public security organizations should deal with constraints from their own,network environment,the public,the government and the media,so as to radically improve the competence of the police to gain the trust of stakeholders.Thus,the advice to construct police network credibility are proposed with a full range of factors.
