嵌入政府采购承诺条款的FTA对双边贸易影响机制研究

Study on the Impact Mechanism of FTA Related Government Procurement Commitment on Bilateral Trade

传统自由贸易协定(FTA)在减少关税壁垒方面取得了显著成功,随着深度一体化贸易协定向"边界内措施"不断延伸,政府采购等条款对贸易规模和贸易结构的影响越来越重要。利用50项包含政府采购承诺条款的FTA国家产品层面的贸易数据,探讨包含政府采购承诺条款的FTA对双边贸易影响及作用机制。研究发现包含政府采购承诺条款的FTA显著地促进了国际贸易,对高收入国家的贸易促进作用更大。包含政府采购承诺条款的FTA不仅会增加贸易双方贸易扩展边际,也会增加贸易双方贸易集约边际。此外,包含政府采购承诺条款的FTA贸易促进作用存在外溢效应,不仅会对政府采购特定产品、行业产生促进作用,对广泛类别产品和行业都会有促进意义。

Traditional free trade agreements(FTA)have achieved remarkable success in reducing tariff barriers.As the deep integration of trade agreements extend from boundary to the postboundary,terms about government procurement are becoming more and more important for trade size and structure.This paper discusses the influence and mechanism of FTA on bilateral trade by using 50 trade data at the product level of FTA countries including government procurement commitments.Results show that FTA including government procurement commitment clauses significantly promoted international trade and played a greater role in promoting trade in high-income countries.From the perspective of trade margin analysis,FTA including government procurement commitment will not only increase the trade expansion margin of both sides,but also increase the trade intensification margin of both sides.In addition,the trade promotion effect of FTA including government procurement commitment clauses has spillover effect,which will not only promote government procurement of specific products and industries,but also promote a wide range of products and industries.This paper expands the research field of FTA"intra-boundary measures"and bilateral trade,enriches the literature of FTA trade promotion effect including government procurement commitment clauses,and provides useful policy references for China to consider including government procurement commitment clauses in FTA signing with other countries in the world.
