摘要
针对海事管理部门的卫星遥感业务化系统建设现状及防治船舶污染职能要求,开展基于地理信息系统(GIS)技术的溢油监测系统的设计和建设工作。提出系统建设目标和总体设计思路,并对系统建设的技术路线、关键技术和系统流程进行论述。该系统能够为全国重点海域溢油污染、通航环境遥感监测提供有力支撑,帮助海事管理部门实现业务整合、精细化管理和科学决策。
According to the construction status of satellite remote sensing operational system of Shandong Maritime Safety Administration,the construction and design of oil spill detecting system based on GIS(Geographic Information System)technology was carried out.The objectives and overall thinking of the system were presented,as well as the technical route,key technology and system flow of system construction.The system could provide strong support for satellite remote sensing monitoring for navigation conditions and oil spilled in national important sea areas,it would help maritime management departments to achieve the purpose of information integration,delicacy management and scientific decision-making.
