民办高校分类管理的风险识别与防范 被引量:2

摘要 公共管理领域借鉴商业领域的“风险”概念,使风险分析从广泛应用于商业决策的微观分析工具逐步演变为一种宏观分析工具。按照“风险为可能发生的具有潜在负面影响事件”的基本概念,民办高校分类管理作为一项重大的制度变革,在改革声誉、政策效应和高校办学等层面存在若干不确定性因素,可能构成影响改革进程的风险点。因此,亟须树立风险思维,强化风险意识,深入推进分类管理改革,持续做好法律政策宣传解读,凝聚改革发展共识,营造“友好型”改革氛围;不断细化和完善政策内容,强化政策引导,构建综合链体化的分类管理政策体系;规范举办者变更,防范非公平交易,健全社会参与的风险防范协同治理机制。 The public management field has drawn on the concept of“risk”from the business field to gradually evolve risk analysis from a micro-analysis tool widely used in business decision-making to a macro-analysis tool.According to the basic concept that risk is a potential negative event that may occur,the classified management of non-governmental institutions of higher learning is a major institutional change.There are several uncertainties in reform reputation,policy effect and school running behavior of non-governmental institutions of higher learning,which may constitute risk points that affect the reform process.Therefore,it is imperative to establish risk thinking,strengthen risk awareness,deepen the reform of classified management,continue publicizing and interpreting legal policies,gather consensus on reform and development,and create a“friendly”reform atmosphere.It is also necessary to continuously refine and improve policy content,strengthen policy guidance,build a comprehensive chained classified management policy system,and standardize the change of sponsors,prevent unfair transactions,and improve the risk prevention collaborative governance mechanism of social participation.
