非营利性民办高校内部治理结构的问题及对策

Problems and Countermeasures of Internal Governance Structure of Non-profit Non-governmental Institutions of Higher Learning

我国民办高等教育发展迅速、规模庞大,已成为高等教育体系的生力军。新修订的《民办教育促进法》明确对民办高校实行分类管理,越来越多的民办高校选择非营利性办学属性。但目前非营利性民办高校的内部治理结构仍存在不少问题,表现在董事会建设不完全、校长队伍建设不完备、内部治理制度不完善、监管机制不健全以及党组织作用发挥不充分等。因此,亟须完善董事会建设、加强校长队伍建设、改善制度建设、健全监管机制和增强党组织的政治核心作用,真正促进民办高等教育持续健康发展。

The rapid development and large scale of non-governmental higher education in China has become a new force of the higher education system.With the newly revised Non-governmental Education Promotion Law clearly implementing classified management of non-governmental institutions of higher learning,more and more of them choose the non-profit-making school attributes.However,currently there are still many problems in the internal governance of non-profit non-governmental institutions of higher learning,which are manifested in the constructions of the board of directors and the principal team,the internal governance system,the supervision mechanism,and the inadequate role of the party organization.Therefore,there is an urgent need to improve the construction of the board of directors,strengthen the construction of the principal team,improve the system and the supervision mechanism,and strengthen the political core role of the party organization,so as to truly promote the sustainable and healthy development of non-governmental higher education.
