基于模糊优选法的知识产权运用绩效评价研究

摘要 根据评价指标的可行性和数据的可获得性,以运用环境、运用投入、运用成果、成果转移转化为一级指标构建知识产权运用绩效评价指标体系,采用模糊层次分析法获得指标权重,引入包含影响度因子的模糊优选修正模型,对我国31个省(区、市)的知识产区运用绩效予以综合测评.研究结果发现,北京、广东、江苏、上海、山东的知识产权运用绩效位列前五.针对中国唯一贯彻实施国家知识产权战略示范省江苏省知识产权运用绩效不佳问题提出对策建议,旨在提升其知识产权运用能力,实现从知识产权大省向知识产权强省的突破.同时,也为其他省份提升其自身知识产权运用能力提供借鉴. According to the feasibility of the evaluation indicators and the availability of the data,the application of the environment,the use of inputs,the use of results,and the transfer of results are made into a first-level indicators to build a performance evaluation index system for intellectual property rights,.Using fuzzy AHP to obtain index weights and bringing influence factors into the fuzzy optimization model are used to comprehensively evaluate the performance of the intellectual property areas in 31 provinces(cities,districts)in China.The research results show that the performance of intellectual property rights in Beijing,Guangdong,Jiangsu,Shanghai and Shandong ranks in the top five.In allusion to the intellectual property rights performance problems in Jiangsu province which is China’s only implementation of the national intellectual property strategy demonstration province,the authors propose countermeasures aimed at improving its intellectual property rights and achieve a breakthrough from the province of intellectual property rights to the province of strong intellectual property rights.At the same time,it also provides references for other provinces to enhance their own capacity of applying intellectual property rights.
