浅析HSE联合监督检查存在的问题及对策

BRIEF ANALYSIS ON THE PROBLEMS IN HSE JOINT SUPERVISION AND INSPECTION AND THE COUNTERMEASURES

为实现公司各HSE监督机构人力资源共享,开展HSE联合监督检查,使HSE监督机构的力量得到整合,力度得到加强,影响得到扩大,提高HSE监督的效率和质量,更好地为公司安全生产保驾护航。分析出当前在实施HSE联合监督检查时调动二级单位监督机构资源存在一定问题,如检查前开展的培训不系统,检查的形式较为单一等,提出了设置HSE监督机构联合监督检查专项费用,强化检查前的培训,开展多样化监督检查方法和途径的措施。

In order to realize human resources sharing of the HSE monitoring divisions,certain oil&gas field company carried out HSE joint supervision and inspection so that the power of the HSE monitoring divisions could be integrated;supervision and inspection was strengthened;the impacts were expanded;the efficiency and quality of HSE supervision were improved;and the company’s safety in production was better ensured.It was found out through analysis that there were some problems in mobilizing the resources of the monitoring divisions of the second-level units when implementing the HSE joint supervision and inspection;training before the inspection was not systematic;and the inspection forms were relatively simple and the like.Aiming at these problems,this paper puts forward corresponding countermeasures covering setting up special expenses for the joint supervision and inspection of the HSE monitoring divisions,strengthening training before the inspection and carrying out diversified supervision and inspection methods and ways.
