石化装置检维修受限空间作业安全管理探究

RESEARCH ON SAFETY MANAGEMENT OF CONFINED SPACE OPERATION IN PETROCHEMICAL PLANT INSPECTION AND MAINTENANCE

石油化工装置检维修作业时间紧、任务重,工艺介质大多为易燃易爆、有毒有害物质,高危作业种类繁多,受限空间作业是其中之一,作业过程中稍有疏忽极易发生安全事故,并且很难施救,盲目施救甚至导致伤亡扩大。基于受限空间作业的特点,从作业前准备、作业过程中安全管理、作业的中断与关闭三阶段具体阐述了受限空间作业的安全管理策略,并总结了常见错误,提出了纠正措施,以为石化企业装置检维修工程中受限空间作业的安全进行提供借鉴。

Petrochemical unit inspection and maintenance operation is heavy work that needs to be done in short time.And most of the process media are flammable,explosive,toxic and hazardous substances.There are many types of high-risk operations and confined space operation is one of them.Slight negligence in the operation process is accident-prone.Once accident occurs,it is difficult to rescue workers from the confined space and blind rescue may even lead to increased number of casualties.Based on the characteristics of confined space operations,the safety management strategy is specifically elaborated from the three stages of operations involving pre-operation preparation,safety management during the operation,and interruption and shutdown of the operation.Common errors are summarized and corrective measures are proposed.These can provide reference for the safety of confined space operations in unit inspection and maintenance projects of petrochemical enterprises.
