关于涪陵区城市可持续发展能力评价与提升路径分析

Evaluation of the Urban Sustainable Development Capacity of Fuling District and Its Promotion Path

【目的/意义】城镇化是实现现代化的必由之路,而城镇化发展的关键是提升城市可持续发展能力。文章通过对涪陵区城市可持续发展能力进行评价与分析,以解决其城市可持续发展过程中的突出矛盾和问题。【方法/过程】以涪陵区2005—2018年的城市可持续发展能力相关数据为基础,运用主成分分析法,从经济、社会、生态环境3个维度12项指标,构建涪陵区城市可持续发展能力评价指标体系。【结果/结论】结果显示,涪陵区城市可持续发展能力水平总体上呈现上升趋势,但不可否认的是,目前涪陵区在城镇化进程中仍然存在政策设计和落实有所欠缺,城市管理水平有待提高等诸多困难,需要从强化城市产业支撑、优化城市空间结构和管理格局、提升城市基本公共服务水平、推动新型城市建设、加强和创新城市社会治理等方面,着力提升涪陵城市的可持续发展能力建设。

【Objective/Meaning】Urbanization is the only way to realize modernization,and the key to urbanization development is to improve the capacity of urban sustainable development.The ability of urban sustainable development in Fuling District was evaluated and analyzed in this paper,in order to solve the prominent contradictions and problems in the process of urban sustainable development.【Methods/Procedures】Based on the relevant data of urban sustainable development capacity of Fuling District from 2005 to 2018,the evaluation index system of urban sustainable development capacity of Fuling District was constructed from 12 indexes in three dimensions of economy,society and ecological environment by means of principal component analysis,thus to evaluate the capacity of urban sustainable development in Fuling District,and then the countermeasures and suggestions were put forward.【Results/Conclusions】The results showed that the level of urban sustainable development capacity in Fuling District was on the rise as a whole.However,it was undeniable that there were still many difficulties in the process of urbanization in Fuling District,such as the lack of policy design and implementation,the level of urban management should be improved,etc.Therefore,it was necessary to strengthen the construction of sustainable development capacity of Fuling City from the aspects of strengthening the support of urban industry,optimizing the urban spatial structure and management pattern,improving the level of urban basic public services,promoting the new urban construction,strengthening and innovating the urban social governance,etc.
