社区医院建设试点下玉州区现状及对策研究

Research on Status Quo and Countermeasures of Yuzhou District under Pilot Construction of Community Hospital

目的通过对国家卫健委2019年社区医院建设试点下玉州区基层卫生服务机构的现状分析,并对存在问题提出对策,为当地基层卫生服务机构决策和建设方向提供参考。方法采用问卷调查方式对玉州区14个基层卫生服务机构的主任进行调查,并访谈14个基层卫生服务机构的主任。结果临床科室及设备配备、基本医疗服务能力、综合服务能力均存在一定差距;主要制约因素硬件设施落后,人力资源不足,学科建设滞后,医联体建设和分级诊疗没有落到实处。结论加大基层医院房屋场地建设和设备购置,多渠道培养、发展、留住人才,大力发展学科建设,推动医联体和分级诊疗深入融合发展,全面推动促进社区医院建设,为健康中国2030发展规划的实现提供有力保障。

Objective To analyze the current situation of primary health service organizations in Yuzhou District under the pilot project of community hospital construction of the National Health and Medical Commission in 2019,and propose countermeasures to existing problems,so as to provide a reference for the decision and construction direction of local primary health service organizations.Methods The questionnaire survey was used to survey the directors of 14 primary health service institutions in Yuzhou District,and interview the directors of 14 primary health service institutions.Results There were some gaps in clinical departments and equipment,basic medical service capabilities,and comprehensive service capabilities;the main constraints were backward hardware facilities,insufficient human resources,and lagging behind in discipline construction,and the construction of medical consortia and graded diagnosis and treatment were not implemented.Conclusion Countermeasures and studies:increase the construction of housing sites and equipment in primary hospitals,cultivate,develop,and retain talents through multiple channels,vigorously develop discipline construction,promote the in-depth integration and development of medical consortia and graded diagnosis and treatment,and comprehensively promote the construction of community hospitals for health The realization of China's 2030 development plan provides a strong guarantee.
