公共卫生传播和应急治理的一次大考——新冠疫情防控中的信息与舆论考察

A Big Test of Epidemic Situation Spread and Emergency Management——Information and Public Opinion Investigation in Epidemic Prevention and Control

本文对抗击新冠肺炎疫情以来百天的应急治理、信息传播、舆论引领进行了回顾与反思。全文分四部分:舆论场错综复杂的博弈,中央和地方保证疫情报道公开、透明、及时的政策回顾与评价;“吹哨人”李文亮“谣言”与真相的辩驳,吹哨人功能的张杨与肯定;在宪法与法律的轨道上支持不同声音的交流与交锋,对“感恩”等议题的辩正;国家治理能力的检阅和抗疫报道的初步总结,对应急治理能力大考的期待。

This article has reviewed and reflected on the emergency management,information dissemination,and public opinion guidance for the past 100 days since the fight against the New Coronary Pneumonia epidemic.The full text is divided into four parts.1.the intricate game of public opinion field,the central epidemic report is open,transparent and timely policy review and evaluation.2.The whistleblower Li Wenliang's refutation of the"rumors"and the truth,the publicity and affirmation of the whistleblower's function 3.Support the exchange and confrontation of different voices on the track of the Constitution and the law,and justify issues such as"Thanksgiving".4.the review of the national governance capacity and the preliminary summary of the anti—epidemic report,the expectation of the emergency governance capacity test.
