高校异地办学的“共谋”行为与跨行政区治理

The Collusion of Inter-provincial Campus and Cross-Administrative Regional Governance of Universities

近年来,高校异地办学特别是跨省异地办学呈兴起之势,众多高校聚集到经济发达城市建立办学机构。高校跨省异地办学实际上是高校与地方政府在各自利益诉求的驱动下跨越行政区划限制的"共谋"行为。双方私下签订的契约虽然有悖于高校办学的初始契约,打破了高校与其隶属政府部门之间的委托代理关系,改变了相关主体间权力和利益的分配格局,但这是高校与地方政府之间实现互利共赢的一种跨行政区治理探索,为拓展优质高等教育资源的增量提供了一条创新路径。当然,这种创新可能带来高等教育区域发展更加不均衡的问题,需要在加强基本规范的同时给予其一定的政策弹性。

Recently,there’s the rising of cross-regional campus,especially inter-provincial campus.Many universities established cross-regional campus in the developed cities.In fact,it’s the collusion which crossed administrative-regional restrictions,driving by respective interests between universities and local governments.The new contracts signed by them were inconsistent with the initial contracts between universities and their affiliated governments,which broke the principal-agent relationship and changed the distributive pattern of power and benefits among relevant agents.However,it was also an exploration of cross-administrative regional governance in order to achieve a win-win situation between universities and local governments,and an innovative path for expanding high-quality higher education resource.Certainly,it might bring about significant regional differentiation.Therefore,it should take some regulation and provide a certain policy flexibility.
