随着全面依法治国和全面深化改革的深入推进,为实现国家治理体系和治理能力现代化的目标,应完善包括地方公安立法在内的公安工作制度体系。目前,各地公安立法还存在体系不健全、可操作性不强、欠缺特色性规定、不能适应社会治安防范现实需要等问题。提高地方公安立法质量,有利于完善公安机关参与社会治理的制度体系,有利于建设法治公安,有利于促进公安机关执法规范化建设,有利于规范警务运行机制。为有效提高地方公安立法质量,必须树立社会治安治理立法理念,准确评估地方公安立法需求与效果,完善和规范地方公安立法程序,推进地方公安立法精细化。

With the deepening of the overall rule of law and the comprehensive deepening of reform,in order to achieve the goal of modernization of the national governance system and governance capacity,the public security work system including local public security legislation should be improved.At present,there are still some problems in the local public security legislation,such as the system is not perfect,the operability is not strong,the lack of characteristic provisions,and the inability to adapt to the actual needs of social security prevention.To improve the quality of local public security legislation is conducive to improving the system of public security organs participating in social governance,to building a legal public security,to promoting the standardization of law enforcement of public security organs,and to standardizing the operation mechanism of police.In order to effectively improve the quality of local public security legislation,it is necessary to establish the legislative concept of social security governance,accurately evaluate the needs and effects of local public security legislation,improve and standardize the local public security legislative procedures,and promote the refinement of local public security legislation.
