配电网“十四五”规划与发展思考研究

Study on the"Fourteenth Five-Year"Planning and Development of Distribution Network

面对全球能源供需格局新变化及国际能源发展新趋势,党的十九大报告中提出,要推进能源生产和消费革命,构建清洁低碳、安全高效的能源体系。配电网作为国家电力系统的重要部分,其直接面向广大用电客户和人民群众,因此对民生建设具有极其重要的作用。本文通过分析“十三五”阶段我国配电网发展建设状况,根据“十四五”期间电力系统基础建设投资缩减的主基调,结合“十四五”配电网规划提出相关思考,优先解决重点难点问题,最终建设成智能电网,使电力系统更好地服务于社会发展。

Facing new changes in the global energy supply and demand pattern and new trends in international energy development,the report of the 19th National Congress of the Communist Party of China stated that it is necessary to promote the revolution in energy production and consumption and build a clean,low-carbon,safe and efficient energy system.As an important part of the national power system,the distribution network directly faces the vast customers of electricity and the people,so it plays an extremely important role in the construction of people's livelihood.This paper analyzes the development and construction of China's distribution network during the"Thirteenth Five-Year Plan"period,based on the main theme of the reduction of power system infrastructure investment during the"Fourteenth Five-Year Plan"period,and puts forward relevant considerations in conjunction with the"14th Five-Year Plan"distribution network planning,giving priority to solving The key and difficult issues will eventually be built into a smart grid to enable the power system to better serve social development.
