京津冀协同发展视阈下产业结构与就业结构互动机制研究

A Study of the Interactive Mechanism of Industrial Structure and Employment Structure under the Vision of Beijing-Tianjin-Hebei Coordinated Development

产业结构与就业结构深层次协调发展是推动京津冀协同发展战略的关键。文章基于2000—2018年面板数据,检验了京津冀地区产业结构与就业结构的互动机理,并测算了三地的就业弹性以及产业人才结构偏离度。研究结果表明:京津冀三地的产业结构与就业结构联动发展水平较高,北京和天津面临着第一产业需转移大量剩余劳动力,但二、三产业就业吸纳空间较小的矛盾;河北在第一产业存在剩余劳动力的情况下,面临着二、三产业人才需求缺口较大的问题。有鉴于此,需要加快建设京津冀一体化要素市场、提高京津冀数字基础设施建设水平、构建京津冀教育联盟推动产学研深层次协同发展。

Deep coordinated development of industrial structure and employment structure is the key to forward the strategy of Beijing-Tianjin-Hebei coordinated development.Based on the 2000—2018 panel data,this paper examines the dynamic interaction of industrial structure and employment structure,and calculates the employment elasticity and the deviation degree of industrial talents of Beijing,Tianjin and Hebei.The conclusion illustrates that the interactive development level of industrial structure and employment structure in Beijing,Tianjin and Hebei are high.Both Beijing and Tianjin are facing the contradiction of labor surplus in primary industry while the employment absorption of secondary and tertiary industries are relative small.Hebei is facing the issue of lacking talents in secondary and tertiary industries while there is labor surplus in primary industry.Thus,it is essential to accelerate the construction of Beijing-Tianjin-Hebei integrated factor markets,improving the digital infrastructure of Beijing-Tianjin-Hebei,building the Beijing-Tianjin-Hebei educational alliance to promote the deep coordinated development of industry,university and research institute.
