社会政策在民族事务治理中的担当

The Role of Social Policy in Governing National Minority Affairs in China

作为民族事务治理体系中重要的制度安排,社会政策是多民族国家建构国家认同、促进民族平等、解决民族问题、实现民族团结的一种独特且有效的手段,在民族事务治理中有着特殊的、难以替代的功能和优势。然而,由于受多种因素的制约,社会政策在我国民族事务治理中的角色目前还不太清晰,治理效能还未得到应有的发挥。因此,从提升新时代社会政策民族事务治理效能出发,相关社会政策从政策本身、执行体系和机制、主体结构、中央及发达地区支持等方面迫切需要改革创新。

Social policy as a national policy has a direct effect on the welfare of citizens.As an important institutional arrangement in the governance system of ethnic affairs,social policy is a unique and effective means for multi-ethnic countries to construct national identity,promote ethnic equality,solve ethnic problems,and realize ethnic unity,and thus plays a special and irreplaceable role in the governance of ethnic affairs.However,due to the constraints of various factors,the role of social policy in the governance of national minority affairs in China is not clear at present and has not realized its full potential in terms of effectiveness.Therefore,in order to improve the governance effectiveness of social policy in ethnic affairs,it is necessary to carry out reform and innovation from the aspects of social policy itself,the implementation system and mechanism of social policy,and the support from the central government and developed regions.
