摘要
中国工会作为体制内最大的社会组织,其政治性、先进性和群众性决定了工会参与社会治理的必然性。中国社会治理的任务目标与工会的社会职能相契合,使工会参与社会治理具有了可行性。中国工会在社会治理中扮演着四个角色:职工利益的代表者、党和国家政策的坚定维护者和推动者、社会组织的枢纽运行者和劳动关系的协调者。工会作为党领导下的群团组织,不仅是社会组织,还是重要的政治组织,首先担负着对职工和关联社会组织的思想政治引领作用。新时代维护职工权益仍然是工会组织的首要任务。社会管理是一个社会协调、多元参与的过程,统筹、协调、联系、引导是工会作为枢纽型社会组织的四大基础功能。
As the largest social organization in the system,the political nature,advanced nature and mass nature of Chinese trade unions determine the inevitability of their participation in social governance.It is feasible for trade unions to participate in social governance in China because the tasks and goals of social governance are in accordance with the social functions of trade unions.Trade unions in China play four roles in social governance:the representative of workers’interests,the firm defender and promoter of the Party and state policies,the key operator of social organizations and the coordinator of labor relations.As a mass organization under the leadership of the Party,Chinese trade unions are not only social organizations but also important political organizations,undertaking the leading role of ideology and politics for staff members and affiliated social organizations first and foremost.In the new era,safeguarding the rights and interests of workers and staff members is still the primary task of trade union organizations.Social management is a process of social coordination and multi-participation.Overall planning,coordination,contact and guidance are the four basic functions of trade unions as a hub-type social organization.
