Exchanges of Governance Experience and the Development of Singapore's Relations with China:Based on the Case of the China-Singapore Forum on Leadership

中新领导力论坛是中外治国理政经验交流的成功案例。本文以中新领导力论坛为例重点讨论治国理政经验交流对于中新双边关系发展的积极影响。中新领导力论坛始于2009年,前后历经两个阶段,迄今在中新两国间轮流召开了七届之多。从两国国情差异、新加坡宪政制度和中新关系发展来看,中新领导力论坛显得比较“另类”。然而,该论坛是中新两国治国理政经验交流分享的战略性平台,在新加坡对华战略和政策框架中扮演着关键性的角色。新加坡旨在通过该论坛来维护、加强和提升对华关系,因而该论坛得以存续并展现出强劲的活力。具体而言,在新加坡对华外交中,中新领导力论坛发挥着提升合作水平、增添观察窗口、积累人脉资源的功能。治国理政经验交流成为中新关系发展新的增长点和着力点,也凸显出新加坡不拘泥于形式的实用主义外交风格。治国理政经验交流不止于双边关系层面,在全球化时代,它对于拓展外交等国际交往的路径和空间、塑造新型国际关系具有显著的积极影响和深远意义。

China-Singapore Forum on Leadership is a successful case of the exchange of governance experience between China and foreign countries.This article takes the China-Singapore Forum on Leadership as an example to focus on the impact of the exchange of governance experience on China-Singapore bilateral relations.Since its inception in 2009.China-Singapore Forum on Leadership has been held seven times in turn and has undergone two stages of evolution.Based on the differences in national conditions,Singapore's constitutional system and the development of China-Singapore relations,the China-Singapore Forum on Leadership is quite“unconventional”.However,the forum is a strategic platform for China and Singapore to exchange governance experience,and plays a key role in Singapore's hedging strategy framework for China.Singapore aims to maintain,strengthen and enhance relations with China through the forum.Therefore,the forum has survived and shown strong vitality.More precisely,in Singapore's diplomacy with China,the China-Singapore Forum on Leadership plays the role of enhancing cooperation,adding observation windows,and accumulating contacts.The exchange of governance experience has become a new growth point and focus for the development of China-Singapore relations.The case of the China-Singapore Forum on Leadership demonstrates that the exchange of governance experience is an effective way to strengthen bilateral relations and underlines Singapore's unfettered style of pragmatic diplomacy.In the new era of globalization,the exchange of governance experience is not only on the level of bilateral relations,but also has a significant positive and far-reaching impact on expanding the path and space of international exchanges,including diplomacy,and shaping new-type international relations.
